Permit application

Apply for your building permit.

This is the application for the permit itself, under regulation 24 of the Building Regulations 2018. It's a long form — the questions come one section at a time, and anything that doesn't apply to your job is skipped. When you're done we'll carry your answers straight into the appointment, so you only type them once.

Start here — the appointment follows at the end, mostly filled in · (03) 9802 9459 ·Mon–Fri, 9:00 am – 5:00 pm

Step 1Applicant

The person making the application — usually the owner, or someone the owner has authorised to apply for them.

If the applicant is a company.

Step 2Ownership details

Only needed when the applicant is the owner’s agent.

New dwellings only.

Step 4Builder

If the builder is not appointed yet, leave this blank — the details can reach us before the permit issues.

Step 5Practitioners who prepared the documents

Any building practitioner or architect engaged to prepare documents forming part of this application — the draftsperson, the engineer, the energy rater. Leave rows blank if they do not apply.

Step 6Nature of the building work

The building work is

Under the Building Act 1993 a swimming pool includes a spa.

e.g. "Private garage ancillary to an existing dwelling".

Step 7Levy exemptions

Two questions the prescribed form asks. Answering Yes can mean no building permit levy is payable, so they are worth reading properly.

Does any of the building work include the construction of social housing, as referred to in regulation 281B?

Answer Yes if this work, or other work under a related staged permit, includes social housing.

Does any of the building work include the construction of a dwelling destroyed or damaged in an emergency, as referred to in regulation 166J(b)?

Answer Yes if the work builds or repairs a dwelling in the same municipal district as the destroyed or damaged one.

Step 8Owner-builder

This decides which set of cost questions comes next.

Do you intend to carry out the building work as an owner-builder?

Step 9Cost of the building work

All figures include GST. The surveyor calculates the cost of works from these, and the building permit levy follows from it — so they need to be the real numbers.

Part A

Is there a contract or agreement (other than a cost-plus one) with a builder or contractor to carry out the building work?

Is there a cost-plus contract or agreement instead?

A moveable item not needed for compliance. Leave blank if none.

None are currently prescribed, so this is almost always blank.

Part B — class of building

e.g. "Class 10a". Unsure? Put what you think and we will confirm it.

Does the work relate to BOTH a class 2-8 building AND a class 1, 9 or 10 building?

This changes how the levy is worked out. For a house, shed or garage the answer is almost always No.

Part C — staged work

Does this application relate to a stage of the whole of the building work?

Are there contracts (other than cost-plus) covering the whole of the work for all stages?

Are there cost-plus contracts covering the whole of the work for all stages?

Step 10Cost of the building work

All figures include GST. The surveyor calculates the cost of works from these, and the building permit levy follows from it.

Part A

From the Victorian Building Authority, where the work needs one.

Part B — contractors

Will you engage one or more contractors to carry out part of the building work?

Part C

A moveable item not needed for compliance. Leave blank if none.

None are currently prescribed, so this is almost always blank.

Part D — staged work

Does this application relate to a stage of the whole of the building work?

Is there a contract (other than cost-plus) with a contractor for part of the whole of the work for all stages?

Is it a cost-plus contract instead?

Part E — class of building

e.g. "Class 10a". Unsure? Put what you think and we will confirm it.

Does the work relate to BOTH a class 2-8 building AND a class 1, 9 or 10 building?

For a house, shed or garage the answer is almost always No.
